We have engaged in a partnership with Randstad Sourceright as our Managed Service Provider (MSP) for sourcing contractors. Randstad Sourceright will support us with the end to end engagement process of our contractor workforce.
Randstad Sourceright uses a Vendor Management System (VMS), Fieldglass. Fieldglass is a Cloud-based software that automates the end to end processing and tracking of contractors. The VMS offers secure access to team leaders, suppliers, and for timekeeping processes, and enables control of contractor spend.
The Randstad Sourceright team supporting Proximus will be referred to as the FLECS Team.

The key areas of change will be that you as a supplier will continue to contract with Proximus, by signing a new Supplier Agreement, however, the relationship management will be owned directly by the FLECS Team. Therefore you will also enter into a contractual relationship with RSR via an Operating Instruction Letter. If you agree to the revised contractual terms, then you will still be able to continue supplying into Proximus as before, the only change is this will be coordinated through the FLECS Team. Once you are onboarded as a supplier, the contractor will continue working as before. If for any reason you decide not to join the FLECS program there will be no possibility to continue your activities for Proximus. This might also have implications for your current install base workers.
Yes, you shall sign an additional online agreement with Fieldglass called a Contractor Access Agreement.
There are 3 types of contractors in scope:
- on the payroll of a staffing supplier
- freelancer presented and contracted via a supplier.
- “direct” freelancer i.e.candidates pre-identified by Proximus and contracted via a broker
The following items are not in scope:
All other external workforce types such as:
- Temporary workers (uitzendarbeid)
- Fixed price or fixed capacity contracts (SOW)
The FLECS Team will be your initial point of contact for this service.
They are responsible for handling first-level inquiries and providing support throughout the process.
The FLECS Manager oversees the entire program, ensuring smooth coordination and compliance.
Onsite in Belgium, the FLECS Advisors manage contractor-related requirements, including onboarding, documentation, and day-to-day support.
All invoicing matters are handled by the offsite FLECS team based in India, who ensure timely and accurate processing of invoicing.

In addition, the FLECS Supply Chain Expert is available to assist with any supply chain-related concerns.
The FLECS Team will serve as your primary point of contact. They are responsible for handling your initial questions and providing first-line support. If further follow-up is needed regarding your consultants, you may reach out to the team leaders. However, it is essential to follow the established process.
All hiring requests and candidate submissions must be made exclusively through Fieldglass, which is our Vendor Management System (VMS). This ensures proper tracking, compliance, and efficiency in managing external workforce engagements.
Proximus has chosen a supplier funded model, which means there will be a direct cost to all Suppliers related to the MSP service. The MSP fee is 2% of the total Proximus bill rate.
RSR focuses its vast resources on being the first complete workforce-based managed services provider, with the scope and perspective to maximize this vital process and address the interests of all stakeholders equally.
RSR is a stand-alone business for Randstad, acting as a vendor neutral, single-point-of-contact provider, backed by an extraordinary track record, an integrated business approach and state-of-the art technology. The biggest difference of all, is that RSR approaches this as a staffing-focused process, not merely a software-based procurement system.

Absolutely! As always, the FLECS Team organizes various types of training materials to support and guide stakeholders through key processes and updates.
After your onboarding, a dedicated FLECS Advisor will be assigned to support you with training-related matters. This advisor will be your go-to contact for any questions or clarifications regarding the training content or sessions.
Details about upcoming training sessions will be communicated directly by the FLECS Talent Advisor responsible for trainings.

Freelancers benefit from a 72hour priority window on new vacancies, meaning they have exclusive access to apply during the first 72 hours after a role is published.
To ensure efficiency and responsiveness, an offsite recruiter is dedicated to managing the recruitment of freelancers within the Direct Sourcing program. This recruiter supports the process by actively sourcing, screening, and coordinating with candidates, helping to maintain a high-quality and agile talent pipeline.

The program officially went live in June 2024, and all setup and implementation activities were successfully finalized by November 2024.
